The PDF may have already used compressed images, subsets of fonts, or an optimized structure, so there isn't much data left to remove. Files that mainly contain vector text also typically reduce less than scanned copies. You should compare results instead of compressing multiple times, as images may degrade in quality without significant size reduction.
The content and layout are retained, but information displayed in color may be difficult to distinguish. For example, two chart lines in red and blue may look similar, and colored stamps will lose identifying features. This option should only be used when color does not affect the understanding of the document or the requirements of the recipient.
For scans that need to be printed or contain small text, start with Light. Balanced is suitable for screen reading and regular sharing. Strong is useful when you need to meet upload limits but requires careful checking of images and text. There is no best level for all files because the source resolution varies.
